Wisconsin auditors find issues at vet homes


MADISON (AP) -- State auditors have uncovered a range of problems at Wisconsin's veteran homes, including inadequate oversight and purchasing violations.

The Legislative Audit Bureau's report found weak oversight has led to significant financial and program management problems at the homes in King and Union Grove.

For example, the homes violated state purchasing requirements in 26 of 79 purchases during fiscal years 2008-09 and 2009-10. The violations included dividing large purchases into smaller ones that wouldn't require bids and failing to rebid contracts in a timely manner.

The audit also notes that the Department of Veterans Affairs has not yet delivered a long-term financial plan for the homes that was promised years ago.

DVA issued a statement saying the report confirms issues the agency has been working to address.
