WASHINGTON (AP) -- The Obama administration wants to do something to improve on the number of college students who actually finish their studies and earn degrees.

Washington is enlisting the aid of state governors and is planning to make grant money available in its quest to see the U.S. lead the world in degree attainment.

Vice President Joe Biden is scheduled to unveil a 23-page "College Completion Tool Kit" at an education summit in Washington Tuesday. The kit features seven approaches for governors to consider, including performance-based funding of higher education.

Education Secretary Arne Duncan says helping governors boost college completion rates to all-time highs will be good for their states and for the country.

Korea is currently ranked first in the proportion of college grads. The U.S. is in a four-way tie for ninth place.
