Review: Wis. health insurance plan struggling

MADISON, Wis. (AP) -- A state health insurance program for needy adults is struggling to meet rising expenses.

State auditors found BadgerCare Plus Basic finished last year with a $140,000 deficit. Over the last half of the year the average monthly cost per enrollee was $273, easily outpacing the $130 monthly premium. The review attributes the overrun to a large number of participants with serious health problems.

State health officials suspended enrollment in March and raised monthly premiums to $200, but the review says that's still not enough to cover costs.

Auditors also found that the program began providing coverage in July 2010 but the Department of Health Services didn't start verifying enrollees' eligibility until December.

A DHS spokesman didn't immediately return a message.
