Report: Lakes states have mixed record on compact

TRAVERSE CITY, Mich. (AP) -- An environmental group says the Great Lakes states have made some progress toward implementing a compact meant to protect the region's waters but have a long way to go.

The National Wildlife Federation says in a report released Tuesday that all eight states adjoining the lakes have missed at least one deadline in the pact for improving water conservation and efficiency.

It also says legislation on the brink of approval in Ohio would allow industry to withdraw much higher amounts of water without a permit than other Great Lakes states and would flout several terms of the compact.

The states have until December 2013 to implement the pact, which is designed to prevent water from being shipped outside the region while making sure people within the basin use water wisely.
