Union leader objects to petition restrictions

MADISON, Wis. (AP) -- The head of the largest union representing Wisconsin state workers says Gov. Scott Walker's administration is placing unconstitutional restrictions on where signatures to recall the governor from office can be collected.

Wisconsin State Employees Union director Marty Beil sent a letter of complaint Wednesday to the secretary of Walker's Department of Administration.

Beil takes issue with the Walker administration telling state employees they are forbidden from collecting signatures while on state property, or during work breaks or their lunch hours.  Beil says that is a violation of the workers' free speech rights and asked that the policies be rescinded.

Department of Administration spokeswoman Jocelyn Webster says the policy has been in effect since 1990 and state workers are routinely reminded of it during election seasons.
