Bill takes Capitol control away from governor


MADISON, Wis. (AP) -- A Democratic state senator wants to take control of the state Capitol away from the governor's office.

Sen. Lena Taylor of Milwaukee is circulating a proposal that would create a new Capitol Council to determine such things as requirements for groups hoping to stage events in the Capitol.

Taylor says in a letter to her colleagues seeking co-sponsors that she believes a change is needed given how Gov. Scott Walker's administration handled large protests earlier this year and proposed changes in the permitting process earlier this month.

The council Taylor proposes creating would consist of representatives from all three branches of government as well as the public. It would be in charge of management, operation, maintenance and repair of the Capitol.

Taylor asked for responses by Dec. 15.
