Santorum says he was an outsider inside Congress

PHOENIX (AP) -- Republican presidential hopeful Rick Santorum says he was an outsider while inside Congress, a lawmaker who attacked corruption from within.

The former Pennsylvania senator also told a lunchtime audience in Phoenix that he is not a manager or a visionary, polite put-downs of Mitt Romney and Newt Gingrich.

Santorum spoke one week before the Arizona Republican primary, a contest that has been overshadowed by Michigan's primary on the same day, Feb. 28.

Romney is favored to win in Arizona, where the victor gets all 29 delegates at stake. There has been relatively little television advertising in the state, a sign that his rivals have scant hopes.

Romney, Gingrich, Santorum and Ron Paul are expected to debate Wednesday night in Mesa, their only joint appearance before the two states' primaries.
