UN rights council to demand end to Syria violence

GENEVA (AP) -- Diplomats say the U.N.'s top human rights body will call Tuesday for Syria to end all attacks on civilians and to allow aid groups unhindered access.

The draft U.N. Human Rights Council resolution obtained by The Associated Press blames Syrian authorities for worsening the humanitarian situation in the country with attacks on their own population.

The resolution also condemns "widespread and systematic violations of human rights" by the Syrian authorities.

Western diplomats who spoke on condition of anonymity because of the sensitivity of the matter said Monday that opponents of a hard line on Syria are likely to vote against the resolution when the 47-nation council meets about Syria on Tuesday.

Russia has rejected any condemnation of the Syrian government.
