Wisconsin lawmakers would be prohibited from passing a state budget without a report listing all the spending plan's earmarks under a bill the Senate has passed.
Under the Republican measure, the Legislative Fiscal Bureau would have to prepare a list of all earmarks in the budget, their cost and their beneficiaries. Lawmakers would be prohibited from passing the budget until the fiscal bureau has distributed the report to all lawmakers and posted it on the Legislature's website.
Conference committees that form to craft compromise budgets when different parties control the Senate and Assembly would be barred from adding earmarks.
The Senate approved the measure 30-3 Tuesday. It now goes to the Assembly.
