Democrats block passage of voucher proposal

MADISON, Wis. (AP) - The Republican-controlled Wisconsin state Assembly has moved closer to approving a bill that would make private school vouchers available to special education students.

Democrats used a procedural move Tuesday to block a vote on passing the measure, which would make $13,500 available to students with disabilities to use to attend a private or religious school of their choice.

Supporters of the Republican-backed bill say the change would help children with disabilities chose what school they wish to attend. But opponents, including disability rights groups, say the measure would divert up to $80 million from public schools to private schools without requiring them to follow the same rules or provided needed services.

The measure will be up for a final vote the next time the Assembly meets.
