Top senators: Tentative deal to curb filibusters


WASHINGTON (AP) - The Senate's top Democrat and Republican have reached a tentative agreement to clamp modest limits on delaying tactics called filibusters that minority parties use to bottle up legislation in the chamber.

If the deal is supported by rank-and-file senators, it would head off a threat by Senate Majority Harry Reid that Democrats would impose stricter curbs over GOP objections. That would be sure to heighten partisan animosity in the chamber.

Aides to both parties say Reid and Senate Minority Leader Mitch McConnell will present the package to senators at separate party lunches Thursday.

If there is enough support, the Senate is expected to approve the changes later Thursday.

The deal would reduce - but not eliminate - the number of times senators could delay bills.
