Walker speaks up for voucher expansion deal


MADISON, Wis. (AP) -- Gov. Scott Walker is touting a deal that would expand private school vouchers statewide, even though some conservatives have faulted it because of enrollment caps that would allow less than three students per district to participate.
   Walker said on WTMJ-AM Thursday that the proposal "opened the door" to allow any child anywhere in the state to be in the program. He says the case can be made over the next two years that the program is effective, which could lead to the enrollment cap growing.
   The proposal adopted in the state budget limits statewide enrollment to 500 students next year and 1,000 students after that. Walker had proposed no enrollment cap after the second year, but his plan would have only allowed vouchers in nine new districts.
