It happened Wednesday night at North Sixth Avenue and West Wausau Avenue.
Wausau Waterworks crews say the cold weather is to blame.
Crews salted and sanded the area where the water collected. They say no homes were damaged.
"There's going to be more with this cold weather, especially now with a little bit of a warm up and another cold settling in it'll be worse. We're going to be looking at a pretty good season," said Scott Boers of Wausau Water Works.
Public works officials say water breaks are common in cold weather.
