Central America proposes security initiatives on Biden trip

 GUATEMALA CITY (AP) -- Central American leaders are proposing security and other reforms during a visit by U.S. Vice President Joe Biden.

Honduran President Juan Orlando Hernandez is promising an overhaul this year of the country's national police, an institution that has been accused of corruption and human rights abuses.

Salvador Sanchez Ceren of El Salvador is proposing a law criminalizing the transport of large quantities of money.

Biden arrived in Guatemala on Monday to discuss funding that aims to improve the lives of Central Americans and stem high levels of emigration northward.

President Barack Obama has included $1 billion for Central America in his budget request to Congress.

Honduras, El Salvador and host Guatemala also announced joint initiatives Tuesday focusing on areas like auditing of spending and implementing an oil pipeline to Mexico.
