Rep. Ryan says Obama health law broken, must be replaced

WASHINGTON (AP) -- The Republican chairman of the House Ways and Means Committee says President Barack Obama's health care law is broken and must be replaced.

Wisconsin Rep. Paul Ryan spoke as his panel began questioning Health and Human Services Secretary Sylvia Burwell about the law.

In prepared remarks, Ryan cited requests by many insurance companies for double-digit rate increases for next year as evidence that the health care overhaul isn't working. Democrats reject that.

He also criticized the administration for reports that many people receiving federal subsidies to pay for health coverage have had to refund parts of those payments to the IRS.

In her prepared remarks, Burwell praised the law for making "historic progress" in reducing the number of uninsured Americans.

Ryan was his party's vice presidential candidate in 2012.
