City, family reach settlement in Madison police shooting


MADISON, Wis. (AP) -- The city of Madison and the family of a musician a police officer shot to death have reached a $2.3 million settlement.

Officer Stephen Heimsness shot 30-year-old Paul Heenan during a scuffle in November 2012. Heimsness was responding to a call that Heenan had broken into a house.

Heimsness resigned from the police department in 2013. Heenan's family filed a federal civil rights lawsuit that same year alleging Heimsness used excessive force and the department failed to fully investigate multiple excessive force complaints against Heimsness and properly supervise him.

The Heenan family's attorneys announced the settlement Tuesday. They said the family hoped to use the money to engage in the growing conversation about police use-of-force. Heenan was white.

Deputy City Attorney Patricia Lauten didn't immediately return a message.
