UN calls for panel to identify Syria chemical weapons users

Secretary-General Ban Ki-moon is proposing the establishment of a three-member independent panel backed by experts to identify those responsible for using chlorine and other chemical weapons in attacks in Syria for the first time.


   A resolution adopted unanimously by the United Nations Security Council earlier this month gave a green light for an international investigative body to determine responsibility for using chemical weapons so perpetrators can be brought to justice -- an element previously lacking.


   It asked Ban and the head of the global chemical weapons watchdog to make recommendations.


   In a letter to the Security Council on Thursday, obtained by The Associated Press, Ban stressed that the resolution requires all parties in Syria -- including opposition forces -- to provide access to all areas where suspected chemical attacks have occurred.
