Governor promises to veto health oversight bill

MADISON, Wis. (AP) -- Gov. Scott Walker is promising to veto a bill that would give the Legislature's powerful budget-writing committee oversight of the state's expansive health insurance program.
   The Joint Finance Committee approved the bill unanimously on Thursday. The bill's supporters say they want to be able to approve or block decisions by the board that oversees the program as it contemplates moving to a self-insurance model.
   Walker vetoed similar provisions in the state budget that would have given the Legislature's employment committee oversight of the program. His spokeswoman said Thursday evening he plans to veto this bill, too, if it reaches his desk because it could create unnecessary delays.
