Fiorina praises Walker for trying to create 'meritocracy'


   MILWAUKEE (AP) -- Carly Fiorina is praising Wisconsin Gov. Scott Walker in the latest Republican presidential candidates' debate.

   The businesswoman was the only one of the 12 candidates over the two GOP debates Tuesday to mention Walker, who had been in the race until seven weeks ago.

   Fiorina mentioned him while spelling out her government reform plans, saying "we need to build a meritocracy" like Walker is trying to do in Wisconsin.

   Fiorina said after the debate that she wasn't intending to flatter Walker, she just liked the idea he supports of doing away with having seniority protections for state employees.

   Walker backs a bill in the state Legislature rewriting civil service protections for state employees that would make layoff decisions based on merit, not seniority.
