Lawmakers: CBD oil processing could be legal soon in WI


CBD oil processing is currently illegal in Wisconsin, according to officials. However, legislators are working with the Wisconsin Department of Justice to change that.

State Senator Patrick Testin met with farm officials and the DOJ Wednesday afternoon to discuss hemp farmers being able to process CBD oil.

"I feel great, I feel optimistic," said Testin. "After a thoughtful discussion and back and forth, questions and concerns we're finally to a point now the issue it going to be resolved."

Governor Scott Walker signed a bill in November legalizing hemp farming. Afterward, legislators said they believed that meant CBD oil would be included.

"The legislative intent was anything related to industrial hemp, whether the plant or any product thereafter," said Testin.

However, mid-April, just a few days before the deadline to apply to farm hemp, the DOJ said CBD oil was not included.

Frustrations, concerns and uncertainty swirled farmers and legislators afterward.

"I was a little disappointed in the timing of their statement," said Testin. "We had a lot of phone calls from people who had concerns."

Tommy Enright has been farming in central Wisconsin for five years, he said he's an advocate of hemp farming and CBD oil processing to help farmers.

"Currently the farm economy is in quite a slump," said Enright. "Industrial hemp is going to be a boom for it anyway, including CBD would really add millions of dollars to the crop."

While CBD oil still is not legal, whether it includes THC or not, Testin said they're close to changing that.
