Boy escapes after father punished him using handcuffs, shock collars, authorities say

SULPHUR, La. (WISN) -- Sheriff’s officials in Louisiana say a couple has been arrested after a boy escaped from being brutally abused.

According to the Calcasieu Parish Sheriff's Office, Thomas D. Wininger, 40, would punish his 15-year-old son by handcuffing and hog tying him and placing shock collars on him, sometimes for up to 12 hours.

The boy had facial injuries and belt marks across his back inflicted by Wininger, authorities said. The shock collars caused burn marks on his ankles, according to authorities.

The boy was uncuffed for a bathroom break and escaped through the woods to a house, where a resident notified law enforcement, sheriff’s officials said.

Sheriff’s officials responded around 10 p.m. Tuesday.

Wininger, originally from Sylvester, Georgia, and his girlfriend, Desirae Tomcanin, 34, originally from Pennsylvania, are being held in jail and face second-degree cruelty to a juvenile and false imprisonment charges, according to authorities.

The boy was not in school and had not been for some time, authorities said. He has been placed in the state’s custody.
