RIB MOUNTAIN -- An Iraq funding bill recently passed by the House is being blocked by the Republican leader in the senate.
The bill would put a time line on the presence of troops in Iraq.
Obey says they are asking President Bush to have a goal for removing troops from combat.
He also wants the President to make sure any units sent to Iraq are fully trained and to make sure all U.S. government workers outlaw torture.
"Those are three very simple things. I don't think any of them are outrageous and that's what we're trying to get to the President," says Obey.
Obey says he would like to have the U.S. out of combat within the next 15 months.
